Eight out of 10 companies surveyed by Caintra Nuevo León are already using at least one measure to help employees get to work, El Horizonte reports. The measures include staggered arrival and departure times, carpooling and some home-office days. Caintra says its private worker-transport fleet now has more than 7,000 buses.
The point is practical rather than ideological: companies are adjusting the working day because traffic and travel times are now an operating variable. Caintra’s Jorge Santos Reyna said some companies use two or three measures at once, while acknowledging that the group does not yet have data quantifying the effect on productivity.
Why it matters
For employers across the metropolitan area, a commute problem shows up as a scheduling, retention and reliability problem before it shows up in a financial statement. Moving start times or sharing rides can reduce peak-hour exposure, but it also asks factories, offices, schools and public agencies to coordinate.
The story is still at the measurement stage. Caintra is clear that it cannot yet say how much congestion is costing companies or what results the current measures have produced. That is a useful caveat for anyone trying to turn a broad mobility conversation into an operating plan.
The other side
Governor Samuel García has argued that rush-hour concentration, rather than simply the number of buses, is the central issue. Caintra’s response is that Nuevo León needs a multifactor approach grounded in data, with society, industry, government and schools acting together.
What to watch
The next useful signal will be whether the staggered-schedule effort expands beyond its current nearly 300 participating companies and produces measurable changes in travel time or attendance.
